The jail had been a blight on the city for more than a century. In 1883, after an inmate wrote in to the Nashville Banner to ask whether “the people of my own dear county have an idea” of their “loathesome” jail, the state board of health found that the facility was dangerously overcrowded, with prisoners packed into the basement. After inmates sued over the dismal conditions, the Tennessee Department of Correction came under federal oversight.
